User access issue for proseries 17

We have installed ProSeries17 Network edition so we can collect previous years tax records and bring them forward into ProSeries 2021 Standalone edition.

 

The 2017 install completed successfully. However, it gives the error:

"ProSeries Access Rights requires an important file that is missing, corrupt, or has been modified. Please contact ProSeries Support."

 

We spoke with ProSeries Tech Support and they said they cannot help.  Only this community can help.

 

How can we fix our 2017 Access Rights issue?

Did they suggest using ProSeries Tool Hub

You can do a new install with FORCE. Maybe do a stand alone install and work from there to bring forward.
