NY State Unemployment Federal ID Number

My client received  Unemployment payments from NY state, as reported on form 1099-G.

It has a Payer's Fed ID No. 27-0293117 on the UE form.

When I enter this number on the Form 1099-G Worksheet in Proseries I'm getting an error:

"Payer's EIN differs from the payer's Fed ID number entered at the top of this form 1099-G Worksheet. These two entries much match to file electronically"

However, there's no number at the top of the Worksheet!!!

Very frustrating...can't override this, and can't get pass to submit the return.

Can someone help?

If thats the TIN what is the state id number? I tried using it for both and it didn't work. 
(yes i triple checked that there wasn't a typo)
