It was screwed up last week, a few of us got tangled in it (me included).

Then it was fixed (worked for me yesterday), might be on the fritz again.

I don't use it but wasn't there an alert in the software about that the other day?

I use pro-lite but don't have unlimited states. Trying to authorize a NJ return. Checked my credit card and it hasn't been charged (at least not yet). Can't get through to 'ahem' Customer Support. Imagine this is the same company that handles QuickBooks.

Have you tried logging into your Intuit account and manually adding the money to your PPR account from there?

https://www.intuit.com/sign-in/

Scroll down to ProSeries, and log in, then on the left side of the screen click Billing > PPR  -  Read the instructions for Manual PPR authorizations...save you a call to support.
