If you upgrade to Win 8.1 and its 64 it you should be able to download it as long as your system meets the rest of the minimum requirements

So I have to buy a new computer before I can download?

Not necessarily.  It all depends on whether the computer meets the software minimum requirements.  If it does, you can just go with upgrading your operating system.

As Weird Al used to sing - "what kind of chip you got in there, a Dorito"

Time to upgrade.  Actually last month was the time to upgrade.  Windows 7 was quietly put to sleep by Microsoft last month.
