Arizona's 1040 is not recognizing the $24K standard deduction. Do I have to list all itemized deductions on the 1040 Sch A just to get it to AZ?

Yes, you list all itemized deductions in Sch A of the Federal, even if you're only itemizing for the state, that's how its always been done.

"Arizona's 1040 is not recognizing the $24K standard deduction".

Are you sure that AZ has the same standard deduction as the federal?

AZ has always had its own standard deduction and starts with federal AGI.  There is no provision in the AZ statute to double the standard deduction.

BTW, AZ conforms to IRC as of Jan 1, 2018, which includes TCJA, and did not change any pre-existing modifications to IRC.
