Will I be able to electronically file a 2018 after Oct 15th even if it hasn't been rejected?

Yes, for awhile and then you can't and then you can again.  In other words, you can e-file until the IRS shuts down e-filing while they re-tool for the new year.  The shutdown period usually goes from sometime in November until they open up e-filing for the new year in January.
