Can I even ask a state question?  I have 2

Neglected to enter EIN when entering a 1099.  Feds accepted, MD rejected.  Fixed it, MD still rejected.  Give up & just file by mail?

PA return, the county registers, but the School District won't.  And this was transferred from last year's.  Entered like I should, but SD keeps saying did not live in PA.  Does not register as an error, but it is.

Why even do that?

Try going back and deleting the 1099s. Just enter the Sch C Gross as one number. Then try to efile again.

For MD, what kind of 1099? Is this an individual return?

It was a 1099 I entered for Sch C income, one of several.  Just forgot to enter EIN

Try going back into PA module information worksheet and go into the county/local and check it again and See if that pushes it through.
