Refund due deceased taxpayer

Can a 1040 be electronically filed with a Form 1310 for a refund when there is no personal representative appointed and Box C is checked on Form 1310 (Person, other than A or B, claiming refund for the decedent's estate.  Also, complete Part II.)  Part II completed with #3 marked Yes indicating that the person will pay out the refund according to the laws of the state where the decedent was a legal resident.  Social Security Number of person claiming the refund is included.

Also, are direct deposits allowed or does the IRS or State income tax department have to issue paper checks to the person claiming the refund?

Yes it can be electronically filed in the scenario you described.   For the federal a paper check is issued.
