Form 2441 won't calculate

Spouse has flexed dependent care. She worked all year. He was unemployed all year so no income. He did look for work. How to get the form to calculate? Is there a smart worksheet that I am missing?

Work also includes actively looking for work. However, if you dont find a job and have no earned income for the year, you can't take this credit.

This comes from IRS Pub 503

With two taxpayers, both have to have earned income to get the DCC, unless one of them is disabled.

As long is he is looking for work, I thought he qualified. He drew unemployment all year.
