How do you enter the donation so it will not deduct it for federal but will for state of Iowa?

2018 Iowa is a non-conforming state.  Iowa will allow an 80% deduction for charitable donations to University Foundations that go to athletic programs.  How can I enter the donation so federal will not deduct but the state of Iowa will?

Just entering it on the federal schedule A doesn’t accomplish the mission?

Just double click on line 14 Iowa Schedule A creating a statement.  On statement line 1 type federal cash contributions and amount carried forward from feds.  On 2nd line type Univ of Iowa @ 80% and the amount.  You do the exact opposite for contributions such as STO's and IA Endow contributions which are deductible for federal but not Iowa.  In those cases 2nd line amount would be a negative labeled "less IA STO."

When following the instruction above the state Schedule A for Line 14 shows the correct amount but the total for Line 17 states "Limited: which is the amount on the federal Schedule A  Any other solutions .
