So the Federal E-File is ready, but the State is not, can I go ahead and e-file the Federal & State and then the tax program with 'hold' the state return until it's ready to e-file and e-file it automatically when the State is ready? Or do I need to File the Federal and then file the State later when it is ready? ORRR should I just wait and file both at the same time when the State is ready???

Depends on the state. Some have to piggyback on the Federal for EFiling.
