Basically I am considering selling some stock that would give me about a $1,500 profit. I want to use it to pay down some debt. I know I would have to pay taxes on it but I am wondering if the 10% early penalty applies as well? The funds are in a rollover IRA account.

Any IRA withdrawals can be subject to the 10% early withdrawal penalty. It doesn't matter if t was from interest, dividends, capital gain or principal.
