California Health Insurance penalty is not being calculated correct by Proconnect?

I have a Married Filing Jointly tax return, the tax payer has health insurance, but not the spouse. This was entered as such in the CA Premium Assistance Subsidy/Penalty, under Covered Individuals. Proconnect is calculating the penalty as if none of them had health insurance. Tried to figure out in many different ways, and looks like proconnect is going crazy with their calculations. Just doesn't make sense.
