If a partnership spins off state K-1 sources income (losses) to another partnership. Does the receiving partnership also need to file in each state? ie ID -$73, AL -$55

You need to read the filing instructions for each state to determine if the partnership has a filing requirement.

The partnership may or may not choose to engage you to prepare certain state returns.
