Selecting Blank Estimates should not change applied overpayments

We have a client that we selected Option 4 Apply to Each Quarter Refund Excess on how to apply the overpayments to next year, which originally left some of the overpayments applied to 2021 and the rest getting refunded.  After we printed the return, the client said he also wanted blank estimates just in case, so we selected Option 8 for estimates to print blank ones for him.  We then e-filed his return, not catching the fact that selecting Blank Estimates then forced all of the overpayments to be applied to 2021 and none getting refunded...why did it do that?  Unfortunately, the application of overpayments is not an error that can be amended with either IRS or the state, so please fix your overpayment application and estimate options to work intuitively...anyone should be able to get blank estimates and not have it change how the overpayment gets applied.
