Ohio RITA return form 37 question about refund

First off, Proseries needs to make this form able to e-file!

Second, I've got a client who is a part year resident. Lived in McDonald and worked in Cleveland. There was $234 withheld for local tax 200-Cleveland. The RITA return shows local tax on Ohio income at $184 and a credit of $184 to zero it out. Should the remainder, or even the total, be refundable? I'm not getting any refund to show.

McDonald tax rate is 2% and Cleveland is 2.5%.  You file where you live (McDonald) and they give credit for where you work (Cleveland).  The work city will not give a refund though. So the return you have sounds correct.
