Where di I enter a cash liquidation dividend from box 9 of 1099-DIV?

Ask the client or their finance dude or dudess for the basis information.  This is a liquidating dividend, not a sale, so there is a good chance you have no gain or loss on the transaction.

Barber! Why didn't I think of this before? Getting paid to give out bad tax advice - need I say more? I've run with scissors for years so it is a natural fit.

The basis was not reported to me or whether it was long term or short term - how do I handle this on schedule D?
