Last year I used 11-1111111 as a tax id for UNJSPF, as instructed by Intuit, and it worked fine. (UNJSPF does not exactly have a tax id,) This year's ProSeries will not accept this or 99-9999999, which was suggested in various help messages I encountered.
Will I have to paper file?

Yes. I used 11-1111112 and it was accepted by ProSeries. I have yet to see if the IRS accepts it.
