Updates for 2019 ProSeries 1040 basic fials each time I update. So, I can't transmit returns. It started 2 weeks ago.

Often Refreshing the updates will help. This is a bit different than your normal check for updates.

Open ProSeries Basic.
From the Updates menu choose Refresh Updates then Refresh Updates for Installed Products.

This clears out any 'stuck' updates that could be causing the failure.
