Taxpayer owns a commercial truck (18 wheeler) and leases it. Should that be reported on Schedule E or Schedule C?

Not Schedule E.  Most likely Schedule C.

Non-Real Estate rentals that rise to the level of a business go on Schedule C.  Casual, non-business rentals go on Line 21 of Schedule 1, and the deductions would go on Line 36.
