Why did the Fin 114 not e-file with the Fed and CA returns since it was marked for E-filing?

Fin114 is a separate form, not part of the 1040. You have to separately mark it for e-filing, not the 1040 not a state, then separately convert it and file it.

I did mark it for e-filing and it shows Fin114 marked for EF in the EF center.  But I am not able to get it to convert and e-file...

When I Go To the Fin114 and try to e-file , it shows Fed and CA comlplete and does not show the Fin 114 at all.

What happens when you try to convert? Is it filled in entirely?
