Does a Utah resident with CA rental income need to file in CA

Client is a UTAH resident and files a UTAH return.  Has rental income from CA properties.  Does the client have to file a CA non-resident return?

Yes.   Especially if the home has a mortgage on it, CA will be expecting a tax return.

Thanks, that confirms my thoughts.  Even though no mortgage exists, there is rental income earned in CA.

What does the mortgage have to do with it?  Does FTB get 1098's from IRS and match them with state returns filed?  They could do the same thing with property tax bills, but I suppose counties don't collect SSN's.  Yet.
