pa NJ reciprosity

I have a client who worked all year in NJ, mid-year moved to PA from NJ.  W-2 picks up correct wages and withholding for both states, but when I do the NJ return it asks if taxpayer earned any wages while a non-resident and of course he did, but if I say yes then it wants a NJNR return.  Is it necessary to answer this yes since NJ and Pa have a reciprocal agreement?

Thanks for any help!  PA is too busy to answer their phones:(

Show dates of residency at bottom of info worksheet. Allocate wages earned in NJ while PA resident to PA. On the PTYR NJ and PA returns you should be able to allocate income according to dates of residency.

Due to reciprocity, I’d answer the any earnings in NJ while a non resident as no.
