Do all taxpayers pay a penalty for not having health coverage?

I have a married couple with AGI of $72,922, husband has health insurance through his employer, wife does not have coverage.  Is there limits of income that would exempt her from paying a penalty for not having coverage.  She never applied for insurance through the Market place.

Penalty still applies for 2018 unless they qualify for an exemption. If unaffordable is one exemption but $72k+.........I doubt it.

Look at filing MFS depending if any credits are involved
