Is this normal...E-filed my first PPR return and ProSeries did not require Authorization. Second return required Authorization and payment before I could e-file?

Did you already have money in your PPR account?   You can view the PPR audit report to see what happened.

Top menu bar > Tools > Pay Per return  

(this is assuming you have Professional, you failed to include which version of ProSeries you're using when you posted the question.  Basic may be similar, but I don't use it, so Im not sure)
