I have a new client who provided information to do the 2018 and 2019 returns, which are completed. The client has now procured the 2017 information and wants that return done as well. Is there a way to transfer a file back to a previous year so I don't have to reenter a lot of information?

I don't think so, unless you're able to somehow hack the data files. Hope the 2017 return doesn't have carryover items that would affect the 2018 and 2019 returns.
Someone experienced in PS should be able to confirm or give you a better answer.
