T/P got ACA health insurace after job loss in mid year, but at that point had already past the limit, so reconciliation show T/P must pay back all subsidies. Is there way to waive this due to job loss?

Sounds like they put down as very little income and did not include what was earned the first half of the year.  If they had put in the income then they would not have gotten the subsidy.

Don't know about the state exchanges but on healthcare.gov you can just keep editing your application until you like the numbers it gives you at the end.  And then you submit it.  It's basically like TurdoTax for healthcare.
