IRS rejected my filing because e-file database indicates that form 8962 or a binary attachment with description containing ACA Explanation must be present in the return. Resolution : The IRS internal database indicates that a Form 1095-A should have been or will be received by the taxpayer.  But the taxpayer has the 1095-C not 1095-A.  So how to resolve this issue?

Odds are 'extremely' high that your client DID have a F 1095-A for part of the year, either before or after the medical insurance detailed on the Form 1095-C.  Did they get hired/fired during 2022?

Fired in the middle of the year and no job after until this time.

If your client is 100% sure s/he didn't contact an exchange for insurance after being fired.....even if s/he didn't actual obtain insurance thru an exchange.... you'll have to paper file.

I'll bet s/he did, and there's a missing F 1095-A.   It happens, often.

Absolutely no form 1095-A received. She has the 1095-C not 1095-A

You are missing the point that one CAN have both in the same year.

if it was reject for the 1095-A then there absolutely is one - they need to contact the marketplace -

how many months are showing coverage on the 1095-C? the A might be for the other months

Your client needs to contact Healthcare.gov and see if any of the SSNs on their tax return has a 1095A issued to them,

It happens ALL the time that people go online to see if they qualify and end up with a policy that they don't even realize they have, and they don't get canceled for non-payment.

OR

dependent child on the return is covered by another parent that has marketplace coverage and the 1095A from that other parent needs to be included on the return.

YOU cant fix it, your client needs to make some calls.
