Has anyone claimed Rhode Island's FirstHomes Tax Credit (20% of mortgage interest up to $2,000) on a Federal Return?

Is that like a Mortgage Credit Certificate?  I have 1 client that has an MCC that they get credit for each year...we're in CA though.
