Does a foreign person need to file a 3520 if they receive a large amount of money from their foreign relative (more than $100K)?
The foreign person passes the resident test as they have been in the US for more than 183 days. However, their visa expired at the time of filing (back in 2020) and the renewal was delayed due to COVID-19.
I reviewed the publication, but everything refers to a US person being on one side of the party, but nothing about foreign to foreign.
