Is the City of Columbus IR-25 e-filed with the OH state return, or must this be mailed?

I know nothing about OH, but do the filing instructions for that form get included in the client letter at all?

No.  In my experience the only city mentioned in the client letter in NYC, and that's because it's actually filed separately from NYS.
