attaching a non resident state return to a resident state return

I need to attach a non-resident state return to the resident state return to verify for income and tax liability of work in the non-resident state. Can I create a PDF for the non-resident only or must the PDF include the Federal and resident state returns also?

Then I need the steps to attach non-resident return to resident return for E-filing.
