Why do I have to become an Authorized IRS e-file Provider when all I want to do is use ProConnect to file my Form 990 PF?

Then why do I need ProConnect.

You don't; you need software aimed at people preparing their own returns. ProConnect is intended for professional preparers.  Google suggests there are a handful of companies that will e-file a 990-PF for do it yourselfers.
