use tax for California returns

client lives in Alameda county and spends 100 on out of state purchases. I enter 100 for the purchases and 10% or .10 for the tax rate.  Form 540, line 91 comes out 39 plus 10 for the total use tax. What to do to get the $10 answer that is reality?

There are multiple city choices for Alameda County. Each has their own local tax. It seems to work correctly.
