We have noted that Illinois unemployment withholding is causing returns to be rejected for e-filing because the state withholding amount is too high. How should we address this? We don't want to paper-file state returns for a few dollars, but also don't want the returns to be wrong.

I don't do IL so how much is too high? Could be a glitch in the system or it could be something that is going to cause paper returns to be filed.
