Per California form Instructions, Form 540 Line 91 cannot be left blank. If the use tax is zero, an applicable box must be selected to indicate that there is no use tax owed or that the use tax obligation was paid directly to the California Department of Tax and Fee Administration (formerly known as the Board of Equalization).

See screen 54.012 - Click on California Use Tax in the left window if there is no use tax owed click the 'Estimated use tax table' link at the top of screen 54.012 - in the screen that populates utilize the field - ""Use Tax: 1= no tax owed, 2= paid tax directly to CDTFA
