When ProConnect tax users do not have any tax returns for the currently supported year needed to create an ITA plan, the Create tax plan's Select a client dropdown acts like it is not responding.
I would suggest adding a message that no 20YY Individual tax returns were found and make it so the message updates to indicate the current year's supported returns.
We have encountered this problem when an account only had returns started for the upcoming tax year (no returns from the supported year), when they only have clients entered in ProConnect and no returns yet, and also when they only had business returns (no individual returns).
