NYC requires all returns filed electronically use the paperless filing method or ""PIN"" system. Please enter a PIN or allow the program to create a PIN for the taxpayer by using the input in the ""Electronic Filing"" screen under the subheading ""New York City Paperless Filing.""

Solution:

Make sure NYC is marked for Efile on Screen 1 as well.
