Absolutely agree!  If it's submitted with the return it should be part of the client's copy.  For example if we have to attach an appraisal to the return (for Form 8283), why isn't that part of the PDF copy?  I suppose if you have details of Schedule D that are submitted as attachments, those should also be part of the PDF copy.  The program should be able to provide the client a complete copy of what we submit to the tax authorities.
