If a taxpayer otherwise eligible for the $1,200 stimulus rebate check owes back federal income taxes will he still get the check or will it be applied to the liability?

Yes, he still gets the $1,200 even if taxes are owed for 2018 and earlier years.

Maybe, if he owes taxes for 2019 on a return already filed, and he expected the payment to come from his bank account on July 15. We'll have to see, maybe as early as next week when the first payments are scheduled.
