I have a client that needs to set up and installment agreement and cannot do it online due to not having a way to verify identity. We have tried to call but hold times are ridiculous and he works so doesn’t have time to be on hold. Does anyone know if they will do in person and give proof if he makes an appointment at a local office? 
He needs this in order to get his mortgage approval, underwriting is requiring despite making regular payments voluntarily.
