He's in maximum security with no visitors or mail allowed?  Legal mail is always allowed; has the sister asked his lawyer for help (even if a public defender)?  If he is incarcerated because of a crime with financial implications -- for example, selling drugs -- are you and the sister sure you want to sign the returns?
