With Basic, no.
But because you bought Basis, you are allowed to download and use Professional (which can to Partnerships) on a Pay-Per-Return (PPR) basis.
However, the PPR fee is fairly high, especially if the entire return is zeros, so filing an all-zero return might be easier to file by paper.
As a side note, if it is an all-zero return, you might not even need to file a return.
