You aren't the problem, the needed form isn't there.  It's kind of up in the air as to how it is supposed to be handled without the form.

The last that I heard, Intuit has said they are not going to add Form 8903 back to ProSeries.

That would mean you would need to manually fill out Form 8903, attach it to the tax return, and override the 1040 and Schedules to accommodate the manually filled out 8903.  Or use another software company that doesn't delete necessary forms.
