LLC Registered in Nevada in 2020...California, for example, has its own LLC tax return.
Does Nevada? Or would he just file the federal only?

NV has no state taxes, which is why people think they can save money by incorporating there.
But what does he file? depends where he lives and/or does business?
Does he live in and only do business in NV?
or is the corporation just formed in NV and he lives and does business in CA?

No, it's because, unlike in most states, owners in a Nevada LLC are not a matter of public record. They can remain completely anonymous (or so they think). Mostly these are people in the paranoid fringe, whom no one is interested in tracking anyway.
