I have a question regarding the Rebate Recovery Credit. EIP payment 1 was received in 2020 and EIP payment was received in 2021. I have not received a form 1444 from IRS. As a single filer, I received $1,200 in April 2020 and $600 in January 2021. When filing the 2020 return, the Rebate Recovery Credit asks you to list the EIP 1 payment on line 16 and EIP 2 payment on line 19. Even though it was received in 2021, do you still list the $6

Congress approved EIP#2 in 2020 so yes EIP#2 gets reported on Rebate Recovery Credit. Does not matter that you received in 2021.

Try this on the 2020 Form 1040: if you enter $0 for EIP #2, you will get $600 back. You know you already got it, so that can't be right.
Yes, enter the $600.
