I'm having an issue with depreciation code J3 for restaurant items. the program gives error message and says to change to J5, but a 39 yr life comes up instead of 15 yrs and it does not allow 100% bonus without overriding the Economic Stimulus question.

You need to check the box on the Fed Info worksheet to get some of those J codes to work right

J3 is for "Qualified Restaurant Property", which did not exist for assets that were "placed in service" in 2018 or 2019.
