Don't blame IRS and the Treasury Department for Justice Department decisions.  Prosecutorial discretion allows for a simple case to go to a jury after a simple trial or, more likely, a simple plea agreement when multiple counts would only result in concurrent sentences.  And if there is no conviction, maybe another case can be filed for those not originally charged.
