Yes, the processing of 941 forms was delayed during Covid.  If a third quarter return was not processed by the time a fourth quarter return was filed, the credit-elect would not be carried over.  Instead, it would be refunded.  I'm not sure how a refund could occur on a 941, since deposits aren't made until the liability is known, but maybe there were some oddball credits that people could claim back then.
