You can claim a 19yr old dependent using Student for EIC code without claiming education credits.  Totally possible that a 19yr old was just graduating high school. 

Did your other client receive an 8862 or 8863  - makes a difference.  

8862 is for claiming credits that a taxpayer was previously disallowed       

8863 is for claiming education credits
